ORGANIZATIONAL CONTEXT

 

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

 

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

 

 

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, oversees the Organization’s development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization’s normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.

 

 

 

The Directorate houses the technical Divisions of Capacity Development and Industrial Policy Advice (TCS/CAP); Circular Economy and Environmental Protection (TCS/CEP); Decarbonization and Sustainable Energy (TCS/DSE); SMEs, Competitiveness and Job Creation (TCS/SME); and Digital Transformation and AI Strategies (TCS/DAS). The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in the Directorate of Global Partnerships and External Relations (GLO) and the Directorate of SDG Innovation and Economic Transformation (IET).

 

 

 

This position is located under the Competitiveness, Quality and Compliance Unit (TCS/SME/CQC) which builds national and regional production and quality infrastructure systems, with an emphasis on providing internationally recognized services, facilitating SME participation in regional and global value chains; strengthening institutional quality infrastructure capacities (i.e. standardization, metrology, and accreditation); building conformity assessment capacities (testing, inspection, certification, calibration, etc.); and supporting trade facilitation and quality awareness with the public sector, economic operators and consumers, placing a special emphasis on capacitating SMEs.

 

 

 

 

 

PROJECT CONTEXT (ID 230124):

 

 

 

The Global Quality and Standards Programme Indonesia or called GQSP Indonesia Phase 2 (2023-2027) is part of the UNIDO-SECO GQSP global programmes. The GQSP Indonesia Phase 2, is the extension of the previous programme to strengthen the foundations that have been laid down during the GQSP Phase 1 and to deepen the intervention for the transformation of the selected value chains, not only into sustainable practices but also strengthen their ecosystem services role, including contribution to climate change mitigation and adaptation.

 

 

 

In line with the government priorities, GQSP Indonesia in cooperation with the Ministry of Marine Affairs and Fisheries (MMAF) and the National Standardization Agency (BSN) supports national priority for blue economy development and national blue agenda, particularly in selected aquaculture value chains, namely shrimps, milkfish and seaweed. The interventions on the shrimp and milkfish value chain have been carried out since GQSP Phase 1 (2019-2023), while for seaweed, the programme involvement started since 2014 under the SMART Fish 1 (2014-2019) and continue with SMART-Fish 2 under GQSP Indonesia (2019-2023).

 

 

 

The programme’s overall objectives are to encourage systematic trade development along specific value chains by strengthening quality infrastructure institutions and service providers, enhancing the compliance capacity of private sector actors, particularly small-medium enterprises (SMEs), and creating a culture of quality among related stakeholders. To support the national blue economy and blue agenda, the GQSP Indonesia phase 2 aims to increase the contribution of seaweed and shrimp-milkfish value chains to national economic development, community livelihood, and ecosystem improvement. Those will lead to community and ecosystem resilience towards the climate change threat.

 

 

 

The GQSP Indonesia Phase 2 will pursue three following Outcomes:

 

Outcome 1: Technical competence and sustainability of the National Quality Infrastructure System enhanced

 

Outcome 2: SME compliance with international standards and technical regulations strengthened

 

Outcome 3: A conducive policy environment and culture for quality created

 

 

 

DUTIES:

 

 

 

Chief Operations Officer (COO) is expected to provide technical contributions and coordinate the implementation of a 4-year technical assistance programme. Under the overall guidance of the GQSP Programme Manager (PM) in Vienna, he/she will work under the supervision of and report directly to project Chief Technical Advisor based in Jakarta and cooperate with other experts. The COO will be part of the Programme Support Office (PSO) of the GQSP Indonesia and will be supporting the coordination and successful technical delivery of the 3 main outcomes (listed under background information). The COO is specifically expected to:

 

 

 

– Manage day-to-day technical and operational aspects of the programme’s activities

 

– Coordinate, monitor the works of the programme’s experts in implementing planned activities based on the work-plan and report the progress to NCTA

 

– Liaise with main partners and establish a transparent and trusting working relation with MMAF and BSN, as well as private partners including with value chains associations

 

– Work closely with the NCTA and all programme stakeholders to understand technical and operational issues as well as challenges as they arise; in cooperation with NCTA and expert team translate challenges into potential project interventions.

 

– Provide technical inputs associated with planned interventions aimed at enhancing quality infrastructures, strengthening compliance of SMEs of the selected value chains and improve quality awareness among stakeholders

 

– Revise work plans on a continuous basis, as appropriate, to meet changing needs and requirements to ensure overall compliance with programme milestones and timeline. Prepare detailed Plans of Action based on the Work Plan in respect of the planned interventions on day-to-day basis.

 

– Coordinate and work closely with Quality Infrastructures experts to ensure planned activities are carried out toward achieving the targets (output and outcome KPIs)

 

– Coordinate and work closely with value chain experts to ensure planned activities are carried out toward achieving the targets (output and outcome KPIs) including piloting and finalizing SOPs of the selected value chains

 

– Support the dissemination, up-scaling, mainstreaming of SOPs to relevant stakeholders all over Indonesia in collaboration with experts and partners, both government and private partners

 

– Carry out assigned field activities in the context of the three outcomes and provide technical inputs to the designated beneficiaries.

 

– Coordinate activities related to improving quality awareness among stakeholders in collaboration with MMAF, BSN and associations

 

– Support M&E expert on impact monitoring and evaluation activities in the field to assess the progress of the Programme and identify critical issues to ensure the desired outcomes of the interventions.

 

– Support the preparation of technical reports to UNIDO and the Donor based on required specifications.

 

– Support managerial and financial monitoring of the entire programme and its activities and collect relevant information (including a review of technical indicators).

 

– Support the organization and delivery of the programme’s capacity building related activities

 

– Provide assistance in the preparation of various project related documents, briefs, job descriptions, terms of reference, press releases, keynote addresses, reports and minutes of meetings

 

– Provide inputs for communications and visibility related material of the Programme to the communication expert.

 

– Support the operational of programme’s e-learning platform to ensure it is being used effectively to support capacity building activities.

 

– Any other assignment requested by the PM or NCTA concerning the implementation of the GQSP Indonesia.

 

 

 

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

 

 

Education Advanced university degree in fisheries and aquaculture or related subjects.

 

 

 

At least 7 years of experience in fisheries and aquaculture.

 

In-depth expertise in one or more of the target value chains (shrimp, seaweed and milkfish) is required.

 

 

 

Experience with quality infrastructure, ecosystem based fisheries and aquaculture, as well as with organic fisheries and aquaculture, is desirable.

 

 

 

Furthermore, following expertise is expected: Strong understanding of the sector and a very good understanding of sector’s institutional set-up and major stakeholders. Awareness of the mega trends affecting the sector and ability to interpret their implication for the sector in terms of development opportunities, challenges and risks. Confidence to coordinate implementation of project activities between public and private institutions, beneficiaries, and project senior experts.

 

 

 

Languages Fluency in written and spoken English and Indonesian is required

 

 

 

Computer skills Proficiency in MS-Word, Excel, MS-PowerPoint and Internet tools required
